Sheriff Kelly survived four shoot-outs with outlaw gangs and had his horse shot out from under him twice. Kelly, respected for his honesty and fearlessness, served from 1861-1867 when El Paso County was first established in the newly formed Colorado Territory in the heart of the American West.
